Closely tied to the increasingly unhinged and unpopular Donald Trump, the Republican Party looks likely to lose big in the U.S. midterm elections. Forecasters anticipate the Republicans losing the U.S. Senate and U.S. House of Representatives alongside with governor’s mansions in several U.S. states.

For Ukraine, the elections matter—a lot. Whether a Democratic Congress would offer greater support to Ukraine is clear. How it could maneuver that support past Trump and his veto power is less clear.

But there is a way. The Pentagon policy bill.
